Set designer gone mad? The director's great uncle's caricature drawing done at a fair?

I seriously couldn't even tell you what the conversation in the hallway was about because of the picture. XD

So that's apparently who the person in the picture is, which is really random and doesn't explain why that picture is there, but I LOL'D SO HARD when I read the description for the first time.
