Wha?

So I'm scooting around on the freeway this morning and see all these cars with their headlights on. Broad daylight - not a cloud in the sky. What's up with that? What am I missing? Have no idea if this is a national thing, local (So. Cal or San Diego) thing or if it's a HUGE coincidence.

Anyone know?
