Oh no, definitely not safe. Dihydrogen Oxide crystalizes at that that temperature. The human body is 90% dihydrogen oxide, so if you go outside, you may crystalize too!! I definitely recommend staying indoors until the temperature is well into the 50s. And if it doesn't go up, you shouldn't go out!
I'm going to have to find pics from the winter of 1978/79 when Chicago got something like 90 inches of snow over three months. Snow was over the tops of fences.
