Torchwood!Jack vs. DW!Jack Battle!

In Doctor Who, Jack ran around in the nude on more than one occasion.** In Torchwood, he hasn't yet had the urge to have Nude Day in the Hub.

And this is why DW!Jack > Torchwood!Jack.

** Besides "Bad Wolf," this also took place in the novel Only Human, which had the bonus of him being seen and commented on by the Doctor and Rose. DW novels generally are of questionable canon, however, THIS IS CANON, DAMMIT.

*shrug* He didn't have to be the big boss on Doctor Who, that was the Doctor's job...maybe since he's the boss at Torchwood, he feels that if he starts takin' it off they won't respect him?

Actually - I do think that's part of his characterization. When he's back with the Doctor and not center stage, he loses his edge and is more open. He's terrible at being a leader and wears the position more awkwardly than one might think.

I do put his lack of sexytimes as depression in series one. And it's probably why we're slowly getting more in series two,

In Torchwood, it's Ianto who gets Jack the coffee and takes care of his coat for him. However, it's been noticed that Jack takes the Doctor's coat in Utopia, and he gets the Doctor a drink in Sound of Drums. Coincidence? I think not.

And Owen. Don't forget Owen! He's gotten naked twice, once wearing only a pair of handcuffs and once with a brunette wrapped around him. Also, Tosh got naked at one point, but she's mostly hidden by a bedsheet, so I suppose that doesn't count. Why not Ianto? The nakedest he gets is when he goes wild and takes off his jacket and even--if he's feeling especially daring--rolls up his sleeves! Yeah, baby!
