Besides, how is it exactly an either/or? I love Rose, and I love Donna. I'm as heartbroken about what happened to Donna as anyone.

Yes, exactly! And Doomsday anyone? It was 2 years before the resolution to Rose's storyline. Donna's is going to get resolved quicker. (But, you know, RTD is taking his revenge because fans luuuuuurve Donna more than they luuuuuuuuurve Rose.)

The way I see it, RTD took a long look at Torchwood as a series and decided if it had any chance of continuing, it needed a complete overhaul. And that meant purging the show of what didn't work in order to start fresh. I liked Ianto--he was funny and snarky at times and made me laugh--but he didn't serve the drama, and was, unfortunately, expendable.

Yeah, I agree, including what you said about the characters. (I think overall I'm most disgruntled about Tosh. Not because she was killed off, but because she was such a wasted character.)

And I think with CoE, RTD showed what he wanted Torchwood to be - a truly darker version of Doctor Who, not just an edgier version of Doctor Who or a campier version of Doctor Who. (Although I was rather partial to the camp.) CoE was some of the most chilling writing I've ever seen on TV.
