But I thought him saying goodbye (sort of) to "his" companions was lovely. And sniffly. Wah.
ETA: I'm glad there will always be a Ten with Rose off in the altverse. Take that, "Doctor Who is about change!" Nyah.

That woman was invested in Ten. Not The Doctor, TEN. If she were a timelord (his mother, Romana) she wouldn't be phased by the regeneration--wouldn't feel the need to try to save Ten's particular life. Susan would also understand that The Doctor lives on, even though Ten becomes Eleven.
So, to my mind, that means that she had to have some personal connection to that particular incarnation...making her either Donna or Rose. My preference is Donna because of the fact that the woman chose to enlist Wilf and because Donna is now part Timelord (not to mention in the right reality) and thus has a better chance than Rose to somehow wind up on Gallifrey.
How did she wind up there? I have no idea. Maybe 13 dies on Earth, triggering her memories, and she hijacks his TARDIS and flies it back there. Maybe she uses the lottery money to build her own. Maybe she bumps into Sarah Jane and they go investigating some wibbly-wobbly timey-wimey thing and Donna gets thrown through some rift or something.
All I know is that when Wilf asked Ten who she was, Ten didn't say "nevermind" or "no one" or "I can't tell you"...he *looked at Donna* and then handed them the lottery ticket.
